Because THEY look different, we think that we are different. I am half-Japanese, so I know how it feels to live in a white society and a Japanese society. But, that's a new story. I sometimes complain that I am not allowed to blend into Japanese society, but I can't remember ever being able to blend in; to my Mexican friend's society, to my mother's Japanese-American in Southern California, to my high school basketball team group, to even my wife's Japanese family living here in Japan. 鉛害に関しては、私も大きな関心を持って見守っています。このサイト では、多くの人々の様々な立場からの意見を拝見出来るため、大変勉強 になります。 さて、鉛害への対応策として、２００１年春からハンターの鉛弾の使用 を禁止すると言う事が決まった訳ですが、これに対し私は、基本的には 賛成としながらも、若干複雑な思いでいます。 鉛害の直接的原因である鉛弾を規制する事には、もちろん賛成です。し かし私はその事が応急処置にはなれ、充分な問題の解決になるとは思え ないのです。そればかりか、新たな問題を起こしかねないと考えていま す。そもそも今回の鉛害の問題は（オオワシ オジロワシに関して）、 事前に誰も予想しえなかった、と言う点に於いて一種のバタフライ効果 と言えます。（中国の蝶の羽ばたきがニューヨークに台風をもたらすと 言ったもの）スケソウの漁獲量が落ち込んだ段階でさえ、多くの人はオ オワシ、オジロワシの目が内陸に向くとは思わなかった訳であり、エゾ シカとの接点も見出せなかった。この事は、今回の銅弾の導入により、 新たなバタフライ効果を引き起こしかねないことを表していると言えま す。事実、貫通力に優れストッピングパワーの劣る銅弾の使用は、半矢 を増やしヒグマやキタキツネの激増につながりかねない、と言う人もい ます。もっと全然予想のつかないことも起こって来るかもしれません。 わたしは、今回の鉛害問題の原因は、鉛弾にある、と言うよりもむし ろ、それを使う人間（ハンター）にあると考えています。ハンターの質 の改善なくしては、この問題は、仮に銅弾の導入で多くが解決したとし ても、根本的に解決したとは言えないと思うのです。 今まで、声を大にして鉛弾の廃止を訴えかけてきた人たちが、銅弾導入 が法制化され、ほっとされている様子がこのサイトの中からでも、伺う ことが出来ます。関連サイトの中には、何かを勝ち取ったような、書き 方をされている人も見受けられます。しかし私は、現時点では、土壌の 悪い畑の雑草が取り除かれたに過ぎないと思っています。 「ごく一部の心無いハンターが・・・・」などと言った言葉をよく耳に しますが、現在の北海道の状況を見た場合、ごく一部、と言いきれるの でしょうか？ハンターが当たり前の死体処理をしていれば、今回の鉛害 問題（水鳥の鉛害は除く）はここまで大問題にはならなかったはずで す。（ちょっと言い過ぎでしょうか。） 北海道での爆発的に増えているエゾシカ問題を考えた場合、当地での ハンターに課せられた役割はかなり重要なものである筈です。だからこ そ、質の向上が求められるのではないでしょうか。 私も一ハンターですが、社会の風当たりが年々強くなってきているのを 身をもって感じています。もちろん私も含め、ハンター全員の質の向上 をもって社会的地位を少しでも高めていきたいと思っています。 私は現在「ICカードによるハンターの集中管理システム」と言うものを 個人的に考え、エゾシカ協会に提案しています。野生鳥獣の保護管理は まず、ハンターの管理から、という考えで、数人の友人とその可能性を 探っています。（もっともエゾシカ協会では、当面の問題で大変なよう ですが・・・ 私も個人会員にしてもらっているのですが） ハンターの狩猟報告の精度とスピードアップ、ハンターのランク付け、 ハンターを入口とした地域活性の可能性、などなど突拍子も無い事をい ろいろ考えています。まだまだ大した事はないですが、関心のある人は ご連絡下さい。いろいろ話し合い、完成度の高いものとし、然るべき所 に提案して行きたいと思っています。 |
